Konami/Upper Deck reserves the right to publish Duelist King Tournament information, such as the contents of a Duelist's deck as well as transcripts or video reproductions of any Upper Deck-sanctioned Tournament, at any time.

TOURNAMENT RESPONSIBILITIES

Event – Knowledge Responsibilities
Competitors, judges, and organizers involved in Duelist King Tournament-sanctioned tournaments are responsible for knowing and following the most current version of the Duelist King Tournament Floor Rules, and any other applicable regulatory documents, including the game rules.

Duelist Center (Tournament Organizer) Responsibilities
The Duelist King system requires that all Duelist Centers attempt to maintain accurate ratings by entering tournament information in a timely manner, within one week of said tournament. The Duelist King Tournament website provides the tools necessary for retailers to manage their tournament in the form of the online "Create A Tournament" program. The Duelist Center / tournament organizer for an event is ultimately responsible for all tournament operations and event reporting for the event. The Duelist Center / tournament organizer's responsibilities include, but are not limited to, the following: Duelist Responsibilities
Duelists must follow the rules interpretations and guidelines for play set forth by Konami / Upper Deck, the head judge, and other tournament officials. Duelists are expected to behave in a respectful and sporting manner at all times. Duelists who argue with the head judge or other tournament officials may be subject to expulsion from the Tournament and appropriate provisions of the Duelist King Tournament Penalty Guidelines. Duelists are still subject to the appropriate penalties even if a judge was present at the Duel at which the infraction occurred. Players are not permitted to waive penalties on behalf of their opponents. The judge must ensure that the appropriate penalty, if any, is imposed. Duelists may only use cards authorized for distribution in the territory. In North America, all cards have to be distributed by Upper Deck.

All Duelist Centers are responsible for maintaining an accurate points schedule. If an anomaly occurs in a Duelist's rating, he or she should contact their Duelist Center immediately.

Appeal to Judge
If Duelists should disagree with a judge's decision, they are free to appeal the ruling to the head judge. The head judge has the right to overrule other judges' decisions. Duelists may not appeal to the head judge before the judge responding to the situation renders an initial decision. The head judge's decision is final.

Judge Responsibilities
Judges have the responsibility to deliver fair, impartial rulings and to assist the head judge and other tournament officials in any area that is required to ensure a smooth tournament. Judges must take action to resolve any rules infraction (whether a violation of the Duelist King Floor Rules or the rules for the game) they notice or that is brought to their attention.

Head Judge Responsibilities
Officially sanctioned competition requires the physical presence of a head judge during play to adjudicate disputes, interpret rules, assign penalties, and make other official decisions. The head judge may, with the tournament organizer's agreement, appoint any number of other judges to help in the performance of the head judge's duties and to perform other tasks the head judge may require.

The head judge and the tournament organizer can be, but do not have to be, the same individual. The head judge is the final judicial authority at any Upper Deck/Konami – sanctioned tournament.

Lengthy Rulings
If a judge uses more than one minute to make a ruling, he or she may extend the match time appropriately. The extra time must be clearly communicated and recorded immediately by the judge.

Match Structure
Regarding Draws, please decide the winner by 3 Duels. Match Time Limits
Policy regarding the minimum time allowed for a match (40 minutes) has been added. It is being included to ensure that Duelists are provided an adequate amount of time to play all Duels in a match.

Policy regarding a standard set of time limits for Limited deck construction has been added.

The minimum time limit for any match is 40 minutes . The following time limits are required for each round of a tournament:
